I am so excited to have this new feature!

How do I configure the settings to only print NEW PDF files in a folder.

Right now, when I start the print PDF rule, all PDFs print.

On the "Other" settings page, do you have the option "Fire FILENEW/DIRNEW events for all files at startup" set? That would explain what you see.
